ニューヨークの古いホテル「キング・エドワード」を改装したアパートメントの2Cにボタンオウムのフレッドと住んでいる53分署の刑事トニー・バレッタが、さまざまな職種に変装して大都会に凶悪犯罪を追う異色の捜査もの。
製作上のトラブルで「刑事トマ」を降板したトニー・ムサンテに代わって起用されたロバート・ブレイクが、トマのキャラクターでは自分には合わないと設定変更を要求して生まれた番組。
アメリカでは4シーズン続いた人気番組だったが、日本では人気が出なかった。
なお、主演のロバート・ブレイクは、2番目の夫人を殺害した容疑で、2002年4月18日に逮捕され、1995年のOJシンプソン事件以来の芸能人が絡んだミステリー・マーダーということで全米を賑わせた。
結局無罪にはなったが、続く民事訴訟では敗訴した。
